Developed to meet the growing electricity demand in the surrounding area, this project also helps enhance the regional 110 kV grid structure, significantly improving grid safety and reliability while supporting local economic and social development. The site is located approximately 400 meters northeast of Pangmiao Village, Gaoji Town, Suining County, Xuzhou, on a plot southwest of National Highway 104.

According to the site selection and route study, the Anning 110 kV Substation is planned on designated basic farmland. The current phase includes two 50 MVA three-phase, double-winding on-load tap-changing power transformers at the 110 kV voltage level, together with four 110 kV outgoing lines.
