State Grid Jiangsu Nanjing Power Supply Company Safety Monitoring Device Installation Project for 110 Substations, Including 110 kV Anrenjie Substation

During the 12th Five-Year Plan period, Jiangsu completed the deployment of a dual-plane dispatch data network and carried out upgrades to related network equipment and secondary cybersecurity protection systems. The dual-plane backbone network now covers the Jiangsu Provincial Dispatch Center, 13 local dispatch centers, and all substations across the province at 35 kV and above, achieving 100% coverage. As of October 2017, a total of 6,856 routers had been put into operation across the Jiangsu power dispatch data network. The development and continuous improvement of the dual-plane network have provided reliable support for a wide range of applications, including dispatch monitoring and automation systems, grid coordinated defense decision support systems, automatic energy metering systems, power market trading systems, and relay protection information transmission.

As the cybersecurity landscape of power monitoring systems has grown more complex, with expanding network scale and increasing numbers of responsible entities, the risk of cyberattacks has continued to rise. Existing internal security monitoring platforms were mainly limited to the data network boundaries of plants and substations, lacking visibility into station-control-level equipment and therefore unable to provide real-time alarms and operational monitoring for hosts, network devices, and security equipment within substations. This also made it difficult to meet the requirement for around-the-clock cybersecurity monitoring of power monitoring systems.

In this phase, security monitoring devices were installed at 110 substations under State Grid Jiangsu Nanjing Power Supply Company, including the 110 kV Anrenjie Substation. The project enabled full access to grid cybersecurity protection equipment, helping build an integrated security defense framework across master stations and substations and supporting comprehensive internal network security management.
